Based on direction provided in the adopted Wellborn Community Plan, staff has developed concepts for three new zoning districts, including "WE Wellborn Estate, "WRS Wellborn Restricted Suburban," and "WC Wellborn Commercial."

Background
The Wellborn Community Plan was adopted in 2013 and addresses future development in the southwestern portion of College Station, including much of what remains of the historic Wellborn Community.  The Wellborn Community is comprised of the area that was annexed into the City of College Station in April 2011, as well as adjacent properties that signed non-annexation development agreements. In recent years, the Wellborn area has seen extensive new residential construction along its boundaries that threaten the rural character of the area.  The Wellborn Community Plan process was initiated to work with area stakeholders to identify and retain elements of the community that contribute to its rural character, as well as to guide future development within the area.

The Wellborn Community Plan was adopted as an amendment to the City's Comprehensive Plan. The Comprehensive Plan is the City's long-range plan intended to guide growth and development.  The Comprehensive Plan is not a zoning ordinance and the Future Land Use and Character Map does not establish the zoning of the properties, but instead provides direction for future zoning. The zoning districts being created are intended to implement the Wellborn Community Plan.  Once the districts are adopted, they will be available for those wishing to rezone their property. 

Public Input
An initial Focus Group Meeting was held on November 10, 2015 to re-engage residents and property owners in the Wellborn Community area. The purpose of the meeting was to discuss the first round draft concepts for the zoning districts and receive feedback and direction from stakeholders in the community.

Revised draft concepts for the zoning districts were posted on February 18, 2016 for public input and will remain open until March 11, 2016. Input can be provided by email to jbullock@cstx.gov.
