City Manager Frank Simpson Dies at 49
Frank Simpson was named city manager on March 28, 2013 after serving slightly more than two months as interim city manager. Prior to that, Mr. Simpson served as Deputy City Manager with oversight of Public Works, Water Services, and the Electric Utility. Mr. Simpson came to the City of College Station after serving as city manager of Missouri City for seven years (2004-11). He previously served as city manager of Webster (2001-04) and Center (1995-01), and was an assistant city manager in La Marque (1994-95).
Simpson began his long municipal government career as a public utilities worker for the City of College Station in 1986 while attending Texas A&M. He earned a bachelor’s degree in political science in 1988 and a master’s in public administration from A&M in 1990. Simpson worked in various administrative capacities with the City of College Station from 1989-93.
Simpson is survived by his wife, Kelly, and three children.

Merrill was named Interim City Manager on Monday, April 29 following the death of Frank Simpson on Saturday, April 27. Merrill had served as assistant and deputy city manager since October 2006. Before coming to College Station, she was assistant city manager in Abilene from 2002-06. From 1994 to 2002, she was Abilene’s Director of Administrative Services/Human Resources. A graduate of Leadership Texas, she is active in the Texas City Management Association and Bible Study Fellowship, and is a former Board Member of the Vera West Women’s Council, Community Foundation of Abilene, and Frontier Texas!
Merrill earned a B.S. in Nursing from the University of Texas at Arlington and a M. S. in Management and Human Relations from Abilene Christian University.
As deptuty city manager, Kathy's responsibilities included supervision of department heads for Fire, Police, Parks and Recreation and Human Resources.
