Prior to being named College Station City Manager in March 2006, he served as Interim City Manager since July 2005 and Assistant City Manager since 2000. A veteran of more than 30 years in Texas government, Mr. Brown spent 16 years with the City of Kerrville, two as Assistant City Manager and 14 as City Manager. Earlier in his career, he was City Administrator of Winters and worked in Abilene, Texas as Assistant to the City Manager.
Brown holds an undergraduate degree from Tarleton State University in Government/History, 1972. In addition, he has a Masters Degree from Texas A&M University in Political Science with a Public Administration emphasis, 1975. While at A&M, Brown was a research graduate assistant in the Political Science Department, and worked for the City of Bryan during the summer of 1974.

Prior to serving as Assistant City Manager, Ms. Merrill held the same post in Abilene, since 2002. From 1994 to 2002, she was Abilene’s Director of Administrative Services/Human Resources. A graduate of Leadership Texas, she is active in the Texas City Management Association and Bible Study Fellowship, and is a former Board Member of the Vera West Women’s Council, Community Foundation of Abilene, and Frontier Texas!
Merrill earned a B.S. in Nursing from the University of Texas at Arlington and a M. S. in Management and Human Relations from Abilene Christian University.
Kathy's responsibilities include supervision of department heads for Fire, Police, Information Technology, Public Communications and Human Resources.

Prior to serving as Assistant City Manager, Mr. Neeley worked as the president and owner of Local Government Services, Inc., a management services company to small Texas governments since 2001. From 1987 to 2001, he was City Manager for the City of Sugar Land, and from 1984 to 1987, he was the Public Works Director in that city. Neeley also worked for the City of Plano, serving as Public Works Director from 1982 to 1984 and Utility Operations Director from 1979 to 1981. Neeley earned a B.S. in Criminal Justice from Sam Houston State University.
Under Neeley's leadership the City of Sugar Land earned numerous recognitions, including the 1995 "Texas Business" - One of the Best-Run Cities in the State, and from 1997-1999 the Texas Municipal League Excellence Award.
David's responsibilities include supervision of departments heads for Public Works, Water Services, Parks & Recreation and Capital Projects. He also supervisies activities related to the City's legislative and green efforts.
