An interlocal agreement between the City of College Station and City of Bryan was approved in 1986 that provided for the administration of the new College Station Public Library by the Bryan Public Library. The interlocal agreement was revised in 1997 with the opening of the new College Station library facility in 1998. Together with the Carnegie Library, the Bryan+College Station Library System was created, providing library services free of charge to all Brazos County residents.
Services offered at the Larry J. Ringer Library include story times, reading programs, public access computers, interlibrary loan program, income tax assistance and meeting room usage.
